Frances Jenkins Martin Oxner died Friday, April 15, 2016. The relatives and friends of Mr. and Mrs. J. Carlisle Oxner, Jr. are invited to attend her Memorial Service at 1:00 PM, Monday, April 18, 2016, at First (Scots) Presbyterian Church, 53 Meeting Street, Charleston. A reception will follow in Molly Wier Hall. Interment, at Magnolia Cemetery, will be private.. Frances was born July 29, 1937, in Charleston, S.C., daughter of the late Jean Jenkins Martin and William M. Martin of Charleston. She graduated from Ashley Hall School in Charleston. She attended Stratford College in Virginia and the University of South Carolina in Columbia. She was employed by Citizens and Southern National Bank in Charleston and Historic Charleston Foundation. Later she was employed by By the Yard (GDC). Frances was a member of Trinity Episcopal Cathedral, Junior League of Columbia, and the National Society of Colonial Dames of America, South Carolina Society, The Huguenot Society of South Carolina, The Carolina Assembly, The Garden Club of Charleston, and The Columbia Garden Club. She is survived by her husband, J. Carlisle Oxner Jr., daughter Frances Jenkins McDowell Bailey (Steve), sons, Robert Hayden McDowell and William Nevil McDowell (Jill). Her grandchildren include Frances Jenkins Bailey, Steven Evander Bailey, Frances Courtenay McDowell, Caroline McDowell Westover, Robert Hislop McDowell, Mariah Housel McDowell, Helen Huette McDowell and Eliza Cahill McDowell; great-grandchildren include Abigail McDowell and Sydney Westover. Including children J. Carlisle Oxner III (Kristen), Harry Arthur Oxner (Stephanie) and Frances Oxner Kendrick and grandchildren Elizabeth Ashleigh Oxner, Harry Arthur Oxner Jr., Ellison Rebecca Oxner, Wallace Arthur Jorgenson and Frances Copeland Jorgenson. Memorials may be sent to Ashley Hall Littlest Angel Scholarship, 172 Rutledge Ave., Charleston, S.C. 29413.
