Born on August 22, 1941, in Charleston, Ann was the daughter of the late John Joseph Duffy and Mary McMahon Duffy. She graduated from Bishop England High School in 1959 and pursued higher education at the University of South Carolina Beaufort, Trident Technical College, and the College of Charleston.

Ann dedicated over 30 years to her nation as a distinguished federal civil servant, working at the Charleston Naval Shipyard and the Defense Finance and Accounting Service. In her retirement, she continued to serve her community at St. Mary's Catholic Church on Yonges Island.

She was also a dedicated member of the Women's Guild, holding all offices, including President. Her leadership extended to the wider community as she also served as President of Charleston's Catholic Women's Club and the South Carolina State Women's Guild, receiving the South Carolina Catholic Woman of the Year Award in 1998. She was also an Associate of Our Lady of Mercy Convent.

Ann's generous spirit was evident through her extensive volunteer work. She served as an Information Desk Volunteer at Roper Saint Francis Hospital, dedicated extensive time to the Hope Lodge, the Inter-Faith Crisis Ministries shelter on Meeting Street, and Saint Vincent de Paul Society.
